About the Organization
Since 1979, The Legal Services Society (LSS) has been the provider of legal aid in British Columbia. As a non-profit organization, our goal is to provide legal information, advice, and representation services to some of BC's most vulnerable and marginalized citizens: those who do not have the financial, educational, social or health resources to effectively access the justice system when their families, freedom, or safety are at risk. Many of our services are also available to all British Columbians and our scope of work includes family law, child protection, immigration, and criminal law.
Our mandate is to:
- Help people to solve their legal problems and to facilitate access to justice
- Establish and administer an effective and efficient system for providing legal aid to people in BC
- Provide advice to the Attorney General about legal aid and access to justice for people in BC

About the Opportunity
The LSS currently has two exciting career opportunities for experienced Human Resources Advisors in Vancouver, British Columbia.
Overseeing a wide range of HR functions, you will focus on building key partnerships with Vice Presidents, Managers, Supervisors and staff to promote effective HR practices across the organization. Specifically, you will use your expertise to provide strategic leadership and guidance on key HR matters, including employee and labour relations, contract and policy administration, management coaching, performance management, training and development, health and safety, recruitment and workforce planning, job classification, HRIS administration and salary/benefits administration, HR metrics and organization development.
Reporting to the Manager, Human Resources & Organizational Development, you will proactively identify opportunities to improve the culture of engagement, services focused workforce, as well as lead projects and initiatives that advance the HR department's strategic HR partnerships, goals and objectives.
As a key liaison between the Society and union staff representatives, previous experience working in an unionized environment is essential.
Key accountabilities include, but aren't limited to:
- Participating in the planning of HR programs and services, including the development, implementation and maintenance of goals, objectives, policies, procedures, standards, controls and guidelines
- Partnering with managers to identify resourcing needs and overseeing the recruitment/onboarding process to ensure compliance with policies/procedures, collective agreements and applicable legislation
- Working with management/staff to interpret collective agreement articles, process grievances, and maintain cooperative working relationships with union officials
- Administering the BCGEU job classification system and providing procedural advice on job description development/reclassification
- Assisting with the development of bargaining plan strategies, proposals, and costing to advance the HR Strategic plan
- Conducting research and preparing Employer arguments for grievances and arbitrations, including analysis of Employer and Union practices, policies, HR industry trends, costing, and pros/cons of Employer and Union positions
- Working with managers to identify current/future skills requirements and assisting with training and succession plans
- Ensuring compliance with all WorkSafe BC and other applicable legislation requirements
- Facilitating monthly meetings and coordinating with the Joint Occupational Health and Safety Committee, Occupational First Aid Attendants and Emergency Wardens
- Liaising with broker on benefits renewals and making recommendations to management
- Liaises with carriers on behalf of employees and resolving problems regarding benefits/claims payments
- Work with carrier and coordinate short and long-term disability benefit claims
- Monitoring vacation, sick and special leave accounts, and approving special leave requests
- Responding to Municipal Pension Plan inquiries and assisting with pension estimates and retirement planning
- Maintaining and updating salary scales, preparing annual increment pay advisories, and advising Payroll/Benefits Administrator on all salary matters
- Completing various salary surveys and reports and preparing quarterly HR metrics
- Maintaining the HRIS system
The Ideal Candidate
The successful candidates for this role will have a university degree or completion of a recognized Human Resources certificate/diploma program combined with four to six years of relevant generalist experience in an unionized environment. A CPHR designation is an asset.
With sound knowledge of relevant government policies, legislation and regulations, you will also be familiar with union collective agreements and contract provisions. The ability to establish and maintain effective working relationships with peers, unions, management and external contacts is essential, as is the ability to provide senior-level HR/labour relations advice, administration and interpretation of collective agreements, and grievance handling support.
You will do well in this role if you are a strategic thinker who is able to instill confidence and serve as a valued business partner with assigned client groups. You will have proven ability to move initiatives forward, achieve tangible results and accommodate changing priorities. You will also maintain awareness of ongoing development and industry trends in the HR field.
As a superior communicator, you work well within a team environment, as well as independently. Armed with experience and sound judgment, you can make effective recommendations and support the resolution of sensitive HR matters while maintaining confidentiality, tact and professionalism at all times.
